The base will be a Keiler vest, but with 5 mm neoprene instead of dyneema, neoprene provides a certain buoyancy, especially 5 mm thick, the vest will help the dog stay on the "right keel" and the nose out of the water!
A row of customary wolf steel will be towards the middle of the vest.
