Used in snow, in the desert, in the forest to prevent unwanted matter from entering the boots.
When the gaiters are outside both the pants and the boot, an extra barrier is created against snow, sand, seeds/plant parts, mud and other irritants.
Yes, you also get an extra barrier against water, enough to quickly walk through a stream etc or if you walk through ice.

Using:

You thread your gaiters around and outside your shoes/boots.
The logo should be backwards.
At the front, you have a hook, you attach it to the shoelaces.
Under the boot you will now have a strap, made from used car tires (they may therefore vary slightly in thickness). Once you have tightened the strap, shorten it to avoid having it hanging loose.
